Model rules for admission to training in educational organizations that implement educational programs of higher education
1.General provisions
1. These Model Rules for Admission to training in educational organizations that implement educational programs of higher education (hereinafter referred to as the Model Rules) are developed in accordance with subparagraph 25) of Article 4 of the Law of the Republic of Kazakhstan “On Education”.
2. In the educational organizations of the Republic of Kazakhstan that implement educational programs of higher education, persons with general secondary (secondary general), technical and professional (primary vocational or secondary vocational), post-secondary, higher (higher professional) education are accepted.
The list of specialties of higher education, the receipt of which in correspondence, evening and external forms is not allowed, is established by the authorized body in the field of education.
3. Admission of persons entering higher educational institutions of the Republic of Kazakhstan is carried out by placing a state educational order (educational grants), as well as paying for training at the expense of citizens ‘ own funds and other sources.
Citizens of the Republic of Kazakhstan are granted the right to receive free higher education on a competitive basis in accordance with the state educational order, if a citizen of the Republic of Kazakhstan receives it for the first time, with the exception of education received in military or special educational institutions.

Stateless persons permanently residing in the Republic of Kazakhstan are granted the right to receive free higher education on a competitive basis in accordance with the state educational order, if they receive this level of education for the first time, with the exception of military and special educational institutions.

The right for foreigners to receive free higher education on a competitive basis in accordance with the state educational order is determined by international treaties of the Republic of Kazakhstan.
4. Admission of persons entering higher educational institutions of the Republic of Kazakhstan is carried out according to their applications on a competitive basis in accordance with the certificate points.
Certificates are issued according to the results of the unified national test (hereinafter – UNT) or complex testing (hereafter CT), or external assessment of learning outcomes graduates of the educational programmes of the Autonomous educational organization “Nazarbayev Intellectual schools”, which is an experimental platform, as well as the winners of international Olympiads and competitions of scientific projects (scientific competitions) in General subjects (awarded with diplomas of the first, second and third degree) 2014, 2015, 2016 (hereinafter – winners of international olympiads and competitions), the list of which is determined by the authorized body in the field of education.
The points of external evaluation of the results of training of graduates in the educational programs of the autonomous educational organization “Nazarbayev Intellectual Schools” are converted into UNT certificate points, the winners of international Olympiads and competitions are issued UNT certificates based on the translation of the final grades into points in accordance with the scale approved by the authorized body in the field of education.

The competition for the award of an educational grant is held in accordance with the Rules for the award of an educational grant to pay for higher education, approved in accordance with subparagraph 5) of Article 4 of the Law of the Republic of Kazakhstan “On Education”.
5. The UNT is held for graduates of educational organizations who have mastered the general educational programs of general secondary education in the current year, as well as graduates of republican music boarding schools.
CT scan is conducted for graduates of General secondary education (General secondary) of previous years, graduates of the organizations of technical and professional (primary vocational or secondary vocational), post-secondary education, secondary school graduates enrolled in the international exchange of students abroad, and those who have graduated from educational institutions abroad.
6. For UNT participants who have not scored the threshold score established in paragraph 43 of these Model Rules, participants with canceled results and persons who have not taken part in the UNT, the UNT is repeated for admission to a higher educational institution on a paid basis.
7. For CT participants who did not reach the threshold score set out in paragraph 43 of these Model Rules, participants with canceled results and persons who did not take part in CT, CT is repeated for admission to a higher educational institution on a paid basis.
8. Persons who have not scored the threshold score established in paragraph 43 of these Model Rules, according to the results of the UNT or CT provided for in paragraphs 6 and 7 of these Model Rules, are enrolled in higher educational institutions on a full-time basis on a paid basis.
For these persons, the UNT or CT is repeated at the end of the first academic period of study at a higher educational institution. Persons who have not scored the threshold score set out in paragraph 43 of these Model Rules, based on the results of this UNT or CT, are subject to expulsion from a higher educational institution.
9. Admission of persons entering higher educational institutions of the Republic of Kazakhstan for training on a paid basis is carried out according to the results of the UNT or CT.
Citizens of the Republic of Kazakhstan who have technical and professional, post-secondary or higher education are accepted for training in educational programs of higher education with reduced training periods.
Admission to higher educational institutions of persons with technical and vocational education or post-secondary education with the qualification of “mid-level specialist” or “applied bachelor” in related specialties in reduced educational programs with an accelerated training period is carried out according to the results of CT.
The list of related specialties in the field of higher education and specialties of technical and vocational, post-secondary education is approved by the authorized body in the field of education.
Admission to higher educational institutions of persons with higher education for training in a reduced period of time on a paid basis is carried out by the admission commissions of higher educational institutions.
10. Admission of foreign citizens under the allocated quota on the basis of the state educational order to international higher educational institutions established on the basis of interstate agreements is carried out by higher educational institutions independently.
Admission of foreign citizens to study in higher educational institutions on a paid basis is carried out according to the results of an interview conducted by the admission committees of higher educational institutions.
11. When applying for training in educational organizations that implement educational programs of higher education, in accordance with paragraph 8 of Article 26 of the Law of the Republic of Kazakhstan “On Education”, an admission quota is provided in the amount approved by the Government of the Republic of Kazakhstan.
The list of higher education specialties that determine the socio-economic development of the village, which provides for a quota of admission to higher educational institutions of the Republic of Kazakhstan for citizens from among rural youth, is approved by the authorized body in the field of education.
12. Admission to training under the state educational order in certain specialties of higher education that require work with state secrets is carried out in higher educational institutions that have the permission of the national security authorities in accordance with the legislation of the Republic of Kazakhstan on state secrets.
13. Reception of documents from applicants to higher education institutions, training of pilots, is at the location of higher educational institutions from the mandatory provision of medical examination in the medical flight to the expert commissions, the results of the medical report on the appropriateness of training in higher educational institutions for training pilots under subparagraph 12) of article 8 of the Code of the Republic of Kazakhstan “On people’s health and healthcare system”.
14. UNT or CT is conducted on the basis of UNT points or in basic higher educational institutions, the list of which is approved by the authorized body in the field of education.
UNT for persons entering creative specialties, as well as higher educational institutions under the jurisdiction of law enforcement and special agencies, is held on the basis of UNT points.
CT for persons entering creative specialties, as well as higher educational institutions under the jurisdiction of law enforcement and special agencies, is carried out in the basic higher educational institution to which the higher educational institution chosen by the person is attached.
15. The rules of the UNT and CT are approved by the authorized body in the field of education.
16. The list of specialties with the indication of the profile subjects of the UNT or CT is approved by the authorized body in the field of education.
17. The list of specialties with the indication of general and profile disciplines of the CT is approved by the authorized body in the field of education.
18. Admission to training in pedagogical specialties, specialties that require special or creative training, is carried out taking into account the results of special or creative exams.

2. The list of specialties and the procedure for conducting a special or creative exam

19. The list of specialties for which special or creative examinations are held is established in accordance with Annex 1 to these Model Rules.
Persons entering pedagogical or creative specialties submit to the admission committee of the higher educational institution a document on general secondary (general secondary) or technical and professional (primary vocational or secondary vocational), post-secondary education (original), 2 photo cards of 3 x 4 size, a copy of the identity document, a certificate of UNT or CT (if available).
20. Creative exams are aimed at identifying the abilities of applicants and personal prerequisites for mastering the profession of creative orientation.
21. Persons entering specialties that require creative training pass creative exams conducted by the admissions committees of their chosen higher educational institutions.
For graduates of General secondary (secondary) education or graduates of educational organizations that implement educational programs of technical and professional (primary vocational or secondary vocational), post-secondary education, applying for creative specialties points on Kazakhstan history, reading literacy (language learning).

For persons entering creative specialties in related specialties in reduced educational programs with an accelerated training period, points in the profile discipline are taken into account.
22. Applications for the creative exam are accepted at the location of their chosen higher educational institutions from June 20 to July 7.

The creative exam is held from July 8 to 13.

23. Persons entering specialties that require creative training, who have documents on secondary (general secondary) or technical and professional (primary vocational or secondary vocational), post-secondary education, pass two creative exams.
Persons entering specialties that require creative training in related specialties under reduced educational programs with an accelerated training period, pass one creative exam.
24. A special exam for admission to pedagogical specialties is aimed at determining the aptitude of applicants for teaching activities.
25. Admission of applicants ‘ applications and conducting a special exam for admission to pedagogical specialties are carried out in higher educational institutions from June 20 to August 14.
26. Persons entering pedagogical specialties pass one special exam conducted by the admission committees of higher educational institutions.
For those entering pedagogical specialties, points in the history of Kazakhstan, mathematical literacy, reading literacy (the language of instruction), and two specialized subjects are taken into account.
For persons entering related specialties in reduced educational programs with an accelerated period of study, points are taken into account in general and profile disciplines.
27. The form of conducting special and (or) creative examinations is established in accordance with Annex 2 to these Model Rules.
“Programs for conducting a special and (or) creative examination are developed by the higher educational institution and approved by the chairman of the admission committee of the higher educational institution.
28. To organize and conduct a special and (or) creative examination, the order of the rector of the higher educational institution creates a commission for the period of the examination, which consists of an odd number, including its chairman. The decision of the commission is considered valid if at least two-thirds of its members are present at the meeting. The decision of the commission is made by a majority vote of the number of those present at the exam. If the votes of the members of the commission are equal, the chairman’s vote is decisive.
29. Schedule of special and (or) creative exams (form of the exam, date, time and venue, consultation) is approved by the Chairman of the selection Committee and will be communicated to the applicants no later than prior to the receipt of documents.
30. Admission to the audience of a special and (or) creative examination is carried out upon presentation of an identity document.
31. Prior to the special and (or) creative exams coming examination material is issued and is due to the order requirements for registration of title pages and also specify the start and end time of the special and (or) creative exams, time and place of announcement of the results and the filing of the application to appeal.
32. Creative exams for applicants who have documents on general secondary (secondary general) or technical and professional, post-secondary education, are evaluated according to a 40-point system.
The creative exam for applicants to related specialties in reduced educational programs with an accelerated period of study is evaluated according to a 20-point system.
A special exam for applicants to pedagogical specialties is evaluated in the form of “admission” or “non-admission”.
33. The person who received creative exam at least 5 points (persons having documents on General secondary (secondary General) or technical and vocational, post-secondary education) or less than 5 points (of a person entering into a specialty related to reduced educational programs with accelerated training period), or not been on it for a CT scan to admission and participation in competition on award of the educational order (educational grant) by the specialty.
34. The results of the creative exam are made out by the list of grades, the results of the special exam-by the list of admission, the protocol of the commission in any form and are transmitted to the executive secretary of the admissions committee (his deputy) for the announcement of the results. The minutes of the commission are signed by the Chairman and all the members of the commission present.
35. The results of the special and / or creative examination are announced on the day of the examination.
36. According to the results of a special exam, the applicant is issued an extract from the list for submission to the higher educational institution at the place of enrollment.
According to the results of the creative exam, the applicant is issued an extract from the list for admission to a higher educational institution on a paid basis, regardless of the place of passing the creative exam.
37. For the period of the examinations, in order to comply with the requirements for a special and (or) creative examination, to resolve disputes, to protect the rights of persons passing the relevant examinations, an appeal commission is established by the order of the rector of each higher educational institution, which consists of an odd number, including its chairman.
38. The application for appeal shall be addressed to the Chairman of the appeal Commission by a person special or creative who passed the exam will be accepted until 13 o’clock the next day after the announcement of the results of special or creative exam and reviewed by the appeals Committee within one day.
39. The decision of the appeal commission is considered competent if at least two-thirds of its members are present at the meeting. The decision on the appeal of disagreement with the results of a special or creative exam is made by a majority vote of the number of members of the commission present. If the votes of the members of the appeal commission are equal, the chairman’s vote is decisive. The work of the appeal commission is formalized by a protocol signed by the chairman and all the members of the commission present.
40. Higher educational institutions, regardless of the form of ownership, within five calendar days submit to the authorized body in the field of education the final report on the organization and conduct of a special and (or) creative exam in any form, as well as copies of orders on the results of a special and (or) creative exam.
3. Admission to higher education institutions
41. Admission of students to higher educational institutions is carried out by admission committees from August 10 to 25.
To the admission committee of a higher educational institution, applicants must attach a document on general secondary (general secondary), technical and professional (primary professional or secondary professional), post-secondary or higher (higher professional) education (original), 6 photo cards of 3 x 4 size, a certificate of UNT or CT, as well as a certificate of awarding an educational grant (if available).
Persons who have documents on the education of educational organizations that implement educational programs of technical and professional, post-secondary education, who have confirmed their qualifications and have at least one year of work experience in the specialty, additionally submit one of the following documents:
1) employment record;
2) track record (list of information about the work, work activity of the employee), signed by the employer, certified by the seal of the organization (if available);
3) an archived certificate containing information about the employee’s work activity.
To enroll in a higher educational institution in accordance with paragraph 8 of these Model Rules, persons must also attach documents on general secondary (general secondary) or technical and professional (primary vocational or secondary vocational), post-secondary education (original), 6 3 x 4 photo cards, a certificate of UNT or CT to the application.
42. Persons who have received a certificate of awarding an educational grant, submit an application for admission to the higher educational institution specified in the certificate and are enrolled in the number of students by order of the head of the higher educational institution.
The owners of the certificates on award of the educational grant for creative specialties are enrolled in higher education institutions, where they passed the examinations.
Citizens of the Republic of Kazakhstan who enroll on the basis of a state educational order enter into a contract for working out for at least three years in accordance with the procedure determined by the Government of the Republic of Kazakhstan.
43. Graduates of educational organizations that implement educational programs of general secondary (secondary general) education or technical and vocational (primary vocational or secondary vocational), post − secondary education, who have passed the UNT or CT, who have scored at least 65 points on the test results, and in the groups of specialties “Education”, “Agricultural Sciences” and “Veterinary Medicine” – at least 60 points, are enrolled in national higher educational institutions for paid training. – not less than 50 points, and in the specialty “General Medicine” – not less than 65 points, including not less than 5 points – in the history of Kazakhstan, mathematical literacy, reading literacy-the language of instruction, and not less than 5 points in each profile subject, with the exception of those entering specialties that require passing creative exams.
Graduates of educational organizations that implement educational programs of technical and professional, post-secondary education, who enter related specialties in reduced educational programs with an accelerated training period, who have passed CT, who have scored at least 25 points on the test results, including at least 5 points in the general field discipline and at least 5 points in the profile discipline, with the exception of those entering specialties that require passing creative exams, are enrolled in higher educational institutions for paid training.
Graduates of organizations of general secondary (secondary general) education or graduates of educational organizations that implement educational programs of technical and vocational (primary vocational or secondary vocational), post – secondary education, who have passed the UNT or CT, who have scored at least 65 points on the results of testing and creative examination, and at least 60 points on the group of specialties “Education”, are enrolled in national higher educational institutions for paid training in specialties that require passing creative exams. – at least 50 points, including at least 5 points – in the history of Kazakhstan, reading literacy-the language of instruction, and at least 5 points for each creative exam (for applicants to related specialties in reduced educational programs with accelerated training – at least 25 points, including at least 5 points for the creative exam and at least 5 points for the profile discipline).
Those who obtain the threshold score set out in this paragraph according to the results of UNT or CT scan under paragraph 8 of these Model regulations, apply to the head of a higher educational institution of enrollment in higher education on a paid basis.

The application is accompanied by a certificate of UNT or CT, a copy of the transcript signed by an authorized person and sealed.
44. Admission to a higher education institution is carried out separately according to the forms of study, specialties and language departments.»;
Admission to the specialties for which creative exams are established is carried out taking into account the scores on these exams.
Enrollment in pedagogical specialties is carried out taking into account the results of a special exam.
45. In the case of an incoming educational loan issued by second-tier banks, the incoming student is enrolled in the number of students of a higher educational institution upon presentation of a corresponding certificate from the bank on the presence of documents under consideration.
However he is given the delay in the payment amount set out in the contract for the provision of educational services and payable prior to the admission of a citizen at the time of registration of student loans, but not exceeding four weeks from receipt of documents from the Bank.
46. Documents submitted in a foreign language must have a notarized translation into the state or Russian language.
Documents on education issued by foreign educational organizations undergo the procedure of nostrification in accordance with the procedure established by law after the enrollment of persons during the first semester of study.
47. Issues that are not regulated by these Model Rules are independently resolved by the admissions committees of higher educational institutions.
